Abstract

One of the main contradictions of contemporary democracies lies in the systematic exclusion—or simulated inclusion—of citizens in the management of the public sphere. Liberal and majoritarian democracies—and even models that discursively subscribe to deliberative democracy—tend to prioritize an individualistic approach to the detriment of a community-oriented vision. Within this framework, citizen participation is reduced to voting for representatives or, at best, to voting on proposals previously formulated by public policy experts. Genuine community participation in identifying and diagnosing their problems, as well as in formulating, implementing, and providing feedback on potential solutions, is often hindered or co-opted by political authorities (Brandonisio and Selicato, 2014). Even when spaces for citizen participation are opened up, it is rarely incentivized, and the processes that are carried out almost never have a methodological structure that guarantees their effectiveness (Lucertini and Chini, 2014). All these phenomena empty the democratic process of content (Brandonisio and Selicato, 2014).
